    "title": "The Department of Civil Servant Development (DCSD) of Taipei City organized a seminar titled “Focus on Sustainability, Innovative Actions” on July 5th. ",
    "Content": "The event was hosted by Mr. Tai-hsing Lee, the Chief Sustainability Officer(CSO) of Taipei City, and Dr. Francis Yi-Chen Lan, President of Fu Jen Catholic University. Distinguished guests included Josef Konvitz, Chair of the PASCAL (Place and Social Capital and Learning) International Observatory; Michael Osborne, Professor at the University of Glasgow&rsquo;s School of Education; Germ&aacute;n Alvarez Mendiola, Professor at the National Polytechnic Institute of Mexico&rsquo;s Advanced Research Center; and Shilong Zhao, Director of Taipei City Government&rsquo;s Department of Information Technology. The seminar focused on sustainability, innovation, and lifelong learning, engaging in cross-national and cross-disciplinary dialogues. The goal was to take steady steps toward talent development and envision a sustainable future.The seminar commenced with beautiful performances by students from Wanfu Elementary School, known for their traditional artistic skills. Students skillfully manipulated devil sticks and performed various tricks on unicycles, demonstrating the rich cultural heritage and vitality of traditional arts. Tai-hsing Lee, emphasized that our choices and actions today directly impact the prosperity and sustainable development of future generations. Taipei City is committed to being at the forefront of taking actions to tackle climate change. In 2021, on World Earth Day, Taipei officially declared its commitment to achieving net-zero emissions by 2050. The city has outlined four key strategies: &ldquo;Cooling City,&rdquo; &ldquo;Green Transportation City,&rdquo; &ldquo;Resilient City,&rdquo; and &ldquo;Net-Zero New Life,&rdquo; fostering collaboration between public and private sectors and international cooperation.Josef Konvitz highlighted the importance of interdisciplinary talents and technology application. Professional talents for risk management in sustainable urban development is a needed but hard to develop ability, therefore, the partners are needed to collaborate to tackle the challenges. Germ&aacute;n Alvarez Mendiola emphasized creativity and public-private collaboration as keys to nurturing sustainable talent. Michael Osborne reaffirmed PASCAL&rsquo;s dedication to the United Nations&rsquo; sustainable development goals in the face of environmental changes. Finally, Shilong Zhao, showcased the effective use of innovative technology in urban governance, positioning Taipei as an international tech hub with a focus on &ldquo;Smart City,&rdquo; &ldquo;Open Source Codes,&rdquo; &ldquo;Digital Inclusion,&rdquo; and &ldquo;Common Interests.&rdquo; Opening its gate to the world.To connect Taipei city internationally and showcase its efforts, the seminar invited representatives from various city departments, including the Department of Civil Affairs, Department of Education, Hakka Affairs Commission, Indigenous Peoples Commission, Department of Information Technology, and the Vocational Development Institute. These departments highlighted Taipei&rsquo;s initiatives in sustainable talent development and lifelong learning. Notably, a group of like-minded students formed a computer association, actively participating in the seminar&rsquo;s exhibition alongside the Taipei City Hackathon competition. Their enthusiasm and focus on sustainability impressed international scholars.In closing, Director Ya-Jiuan Ho, of the Department of Civil Servant Development emphasized that nurturing talent across domains is crucial for a great city&rsquo;s sustainable journey. The DCSD promotes the empowerment of cross-function talents, and actively facilitates cross-national and cross-disciplinary dialogue, bringing together experts and scholars from various fields to exchange experiences and find solutions. Today&rsquo;s seminar, held both physically and online, allowed public servants from Taipei, central government, and other municipalities to learn together. Through international exchanges and collaborative learning, we hope to enhance communication and cooperation for a better world.",

    "title": "Taipei City Government Invites Diplomatic Representative to Share Bilateral Collaboration Experience During the Municipal Administrative Meeting for the First Time ",
    "Content": "　　To advance the partnership between Taipei and Canada, the Taipei City Government invited Jordan Reeves, Executive Director of the Canadian Trade Office in Taipei, to attend the municipal administrative meeting held on April 6th and share with each Head of Department the Canadian collaboration with Taipei City in the future. Reeves was the first ambassador-level diplomat to come to the city town hall to deliver a themed speech and exchange ideas.　　Mr. Jordan Reeves, who spoke fluent Mandarin during the speech to the Heads of Department, indicated that Canada and Taipei have many similarities in common. Both sides are devoted to developing social housing and building a smart city. He specifically mentioned the wish to collaborate with Taipei on specific areas such as smart cities, education, and culture.　　In terms of smart cities, Canada&rsquo;s new innovative technology accelerator can be imported to Taiwan to help Taipei City build a more modern smart city through Canada&#39;s AI technology and other technology resources.　　In terms of education, Taiwan sends out approximately 5,000 students annually to Canada to study. Both Taiwan and Canada have plenty of opportunities to reinforce educational collaboration, including in the professional fields, language training, and curriculum (establishing Canadian schools in Taiwan with joint-dual high school diploma). Mayor KO gave the Department of Education special instructions to build a contact channel for further bilateral collaboration.　　On the cultural front, Taipei will hold an event on July 1st to celebrate Canada Day. Canada Day Celebration in Taipei has been the largest celebration event outside Canada. In 2019, more than 9,000 citizens attended the event, which brought infinite business opportunities to Taipei. The Canada Day Celebration this year will be the best chance to show Taipei&rsquo;s epidemic prevention results to the world!　　Mayor KO expressed his pleasure at the interesting sharing by the Canadian Representative and wished more citizens could feel the concerns and interactions from international friends.　　In addition, Mayor KO especially led directors and participants at the meeting to stand for a minute of silence in memory of the victims of the Taroko Express accident.",

    "Content": "On October 30th, 2019, the Department of Civil Servant Development and the Department of Information Technology (Taipei Smart City Project Management Office) organized a seminar on &ldquo;Invigorating Smart City &ndash; AIoT&rsquo;s Development and Application&rdquo;. In addition to explaining the initial achievements of the Taipei Smart City, experts and scholars from governmental, industrial and academic circles were invited to share their implementation experiences and to engage in dialogue with the attendees of the seminar to stimulate innovative and creative thinking on public service policies.In his keynote speech, the Mayor of Taipei, Ko, Wen-Je emphasized that innovation is Taiwan&#39;s only way out. Through the promotion of smart cities, we can make good use of the platform to link up cross-industry resources. By designing and thinking from the perspective of the public, we will innovate the substance of public service policies, and whip up a public-private collaboration work together to invigorate Taipei Smart City.This time, we have invited Associate Professor Hsiao Nai-Yi, Deputy Director of the Taiwen E-Governance Research Center, Department of Public Administration, National Chengchi University, to act as the moderator with Lin Po-Chi, Deputy Director of the Market Intelligence & Consulting and Chin Wei-Hsiang, Project Manager of the Taipei Smart City Project Management Office, respectively, lecturing on &ldquo;The Trends and Application Examples of AIoT&rdquo;, &ldquo;Building Taipei Smart City as a Living Lab&rdquo; and &ldquo;Radio Waves Time Reversal Environmental Detection Information/ Care for the Elderly in Senior Homes&rdquo;, &ldquo;E-Fence Detection Application/AI Virtual Guards for Campus Security&rdquo;,&ldquo;Geomagnetic detection/Smart Taipei Easy Parking&rdquo; three empirical cases and actual demonstration experience.After taking note of the suggestions and feedback from the participating audience and after a lively discussion and summing up, the seminar concluded successfully.     "Content": "On November 26th, 2019 at the Department of Civil Servant Development, Taipei City Government, both, the Taipei City and New Taipei City governments jointly organized the &ldquo;FORUM ON PUBLIC POLICY AND URBAN GOVERNANCE OF TAIPEI AND NEW TAIPEI CITIES&quot; with &quot;Cutting across city boundaries for a Greater Taipei Tour&quot; as the theme. Huang, Shan-Shan, the Deputy Mayor of Taipei City and Lin, Chieh-Yu, the Deputy Secretary-General of New Taipei City were invited to deliver the Guests&#39; Remarks and Hsueh, Chun-Ming, the Secretary-General of Taipei City acted as the forum&#39;s moderator. More special was the invitation extended to the recipient of the 2019 Smart City Outstanding Contribution Award in the field of Smart Transportation and to Wang, Mu-Heng, Head of the Science and Technology Advisors Office, Ministry of Transportation and Communications who delivered a keynote speech on &quot;People-Oriented Future Smart Transportation Service&quot;. All the participants were able to deepen the learning effect from actual experience through the sharing of case studies via the demonstration of intelligent parking lot management, driverless bus-driving, intelligent bus stop, joint transport management platform and other results.In his speech, Deputy Mayor Huang stated that in the face of rapid changes in globalization, there is a growing interdependence between cities.     "Content": "The &quot;Taiwan Ecosystem for Public Affairs Cases & Centers&quot; (hereinafter referred to as EcoPACC or &quot;Case Alliance&quot;) is a collaboration between the Department and the Public Affairs Cases & Centers of the College of Social Sciences of the National Chengchi University, the Civil Service Development Institute, Directorate-General of Personnel Administration, Executive Yuan, the National Academy of Civil Service and the Open Culture Foundation jointly organizing and presenting Mr.CHIANG Ming-Hsiu, Dean of the NCCU College of Social Sciences as the appointed Chairman for the first Taiwan Ecosystem for Public Affairs Cases & Centers. The inaugural meeting and signing ceremony were held on April 11th, 2019. In the future, DCSD will operate within an open community philosophy. Through cross-central and local government, cross-public and private interagency, transdisciplinary specialization and cooperation to play the role of case teaching, research circulation and value-added application services to enhance training effectiveness.     "Content": "DCSD is actively assisting the Government in promoting gender equality work by offering a wide range of online courses on gender equality through the E-Learning website, Taipei e-Campus for members to choose from, and conducting online courses on gender equality promotion activities in conjunction with the &quot;Happy learning at Taipei e-Campus&quot; Facebook fan page. Civil servants and the public are encouraged to learn online in order to promote their concept of gender equality and to implement gender equality in work and life. Since it is highly effective, they have been highly recommended by the Government. They have co-sponsored proposals with the local government&#39;s Facebook fan page to have a say in public affairs such as the Taipei FB and other new self-media joint proposal. Under the theme of &quot;Creating self-media, promoting the new realm of Gender Equality&quot;, we participated in the &quot;Executive Yuan&#39;s Deal with Municipality and County (City) Governments to Push for Gender Equality Professional Work Guidance Incentive Plan 2018 &quot;. The positive initiatives were well received and we were rewarded with the 17th Jinxin Award for Gender Equality Innovation of the Executive Yuan and on April 24th, 2019, the Department&#39;s Acting Director, Ms. LIN Fang-Ju received the award in a ceremony organized by the Executive Yuan.",

This is further rooted in the work and heart of every city government&#39;s employees. Therefore, in 2019, the Department planned the &quot;Municipal Service PLUS Training Program&quot; to further develop the core values of the Government and shape the Department into a &quot;service-oriented&quot; team with corporate culture as core values.The corporate culture must first re-establish the common values of the group and unite the team&#39;s coherence. This forum invites the city government&#39;s leading team to participate together to demonstrate that the supervisors will serve as the examples for the employees by establishing the common values and actively participating in its practice.In addition to the personal participation of the Mayor in the event, Mr. Chou, Chun-Chi, Chairman of Sinyi Realty also gave a keynote address on the theme of &quot;The Power of Corporate Culture&quot;. Chairman Chou shared the specific strategies for promoting corporate culture and corporate governance. During the General session, in addition to the Mayor and Chairman Chou, the Editor-in-chief of EMBA Magazine, Ms. Fang, Su-Hui was invited to act as the moderator.     "Content": "The volunteer team of the Department was established in 2017, there were only 9 members at the beginning, after a year of operation, the team has reached a sizable 48 members. The volunteer team participated the 2018 Taipei City Voluntary Service Usage Performance Competition in Social Welfare and General Section in August and demonstrated their performance during the initial and second evaluation and listed in the Top Ten Excellence Position. The Department provided a variety of voluntary service aspects, through using the companion method to develop and teach the volunteers. The excellent performance was recognized by the judges, and awarded the Department the Excellence Position.&nbsp;",
