    "title": "Department of Civil Servant Development Lecture: Exploring the Cultures of the International Village – Experiencing the Slow-Living Philosophy of the French and Dutch",
    "Content": "&nbsp; In preparation for the 2025 World Masters Games in Taipei and New Taipei City, and to foster international exchange and enhance the global vision and cultural awareness of Taipei City Government (TCG) employees, the Department of Civil Servant Development (DCSD) held a special lecture on the morning of May 14 titled Exploring the International Village &ndash; French and Dutch Culture.&nbsp; &nbsp; Guest speakers included Jeroen Uijttenhout and Prue Chan, co-founders of Dutch in Taiwan Ltd., and Patricia Lopes, a French language instructor from the Alliance Fran&ccedil;aise de Ta&iuml;wan. In addition to the lectures, the event featured interactive activities designed to give participants a firsthand experience of French and Dutch culture.&nbsp; &nbsp; In her opening remarks, Department of Civil Servant Development (DCSD) Commissioner Ho Ya-jiuan noted that the 2025 World Masters Games will be held from May 17 to 30. To prepare for the arrival of athletes from around the world and help Taipei City Government staff better understand international cultures, DCSD has organized a series of cultural lectures since last September. These sessions have covered regions including Northeast Asia (Japan and Korea), Southeast Asia (Singapore, Malaysia, and Indonesia), North America, Oceania (Australia and New Zealand), and India.&nbsp; &nbsp; This sixth session focused on French and Dutch culture. Commissioner Ho expressed her sincere thanks to the French Office in Taipei, the Alliance Fran&ccedil;aise de Ta&iuml;wan, and the Gin Shin Construction Culture and Arts Foundation for their generous support of the event. The program also featured hands-on cultural activities such as a live French chanson duet and a tasting of traditional Dutch stroopwafels, offering participants a richer and more immersive experience of French and Dutch life and culture.&nbsp; &nbsp;Guest speakers Prue Chan and Jeroen Uijttenhout delivered a talk titled Dutch in Taiwan, beginning with the fact that the Netherlands&rsquo; official name is Nederland. They noted that the country is home to the world&rsquo;s oldest national anthem and that 26% of its territory lies below sea level. The Dutch are widely recognized for their high English proficiency and their reputation for direct, open communication.&nbsp; &nbsp; The Netherlands has also been a cradle of artistic genius, producing legendary painters such as Johannes Vermeer, Rembrandt, and Vincent van Gogh. Among Vermeer&rsquo;s most iconic works is Girl with a Pearl Earring, which features a young woman in an exotic, turban-like headscarf glancing back at the viewer&mdash;her luminous pearl earring capturing the spotlight.&nbsp; &nbsp; One of the event&rsquo;s highlights was a charming cross-cultural exhibit that playfully reimagined Girl with a Pearl Earring featuring beloved character Miffy the bunny, creating a whimsical fusion of Dutch fine art and children&rsquo;s pop culture.&nbsp; &nbsp; Chan and Uijttenhout also shared the powerful story behind the Dutch slogan Stop deKindermoord (Stop the Child Murder), which became a street protest movement in the 1970s following the tragic deaths of over 400 children in traffic accidents in a single year. This sparked a nationwide push for transportation reform, prompting the Dutch government to redesign roads with a human-centered and sustainable safety approach. These efforts led to a dramatic reduction in traffic fatalities, making the Netherlands one of the safest countries in the world in terms of road safety.&nbsp; &nbsp; In her talk titled Stepping into the Soul of French Culture, Patricia Lopes explored how France&rsquo;s cultural identity has been shaped by its founding values of liberty, equality, and fraternity. This deep-rooted heritage has fostered a strong national pride and a confident embrace of culture. The French love to engage in lively discussion, value critical thinking, and prioritize quality of life and personal expression. Everyday gestures&mdash;like greeting one another with a warm Bonjour or exchanging cheek kisses&mdash;are rich reflections of this cultural philosophy.&nbsp; &nbsp; Lopes noted that cuisine is the indispensable soul of French culture. From a simple breakfast of croissants and black coffee to elaborate multi-course lunches and dinners, meals in France are not only a gastronomic experience but also a vital social ritual&mdash;an opportunity for conversation, connection, and cultural exchange. French cuisine embraces a wide range of flavors with confidence and curiosity, from wine and cheese to more adventurous dishes like frog legs, calf&rsquo;s head, tripe, escargots, and wild hare. Lopes also introduced the audience to French table etiquette, the art of wine pairing, and the close relationship between regional identity and local cuisine, showing how in France, eating has evolved into an everyday form of artistic expression.&nbsp; &nbsp; Beyond the keynote talks, the event featured immersive cultural experiences from both France and the Netherlands. The French Chanson Duet opened the program with the classic C&#39;est si bon, performed by Nicolas Drouet, adjunct lecturer in Tamkang University as well as Chinese Culture University where he teaches in the French Department, and Soochow University where he teaches in the Music Department, accompanied on the accordion by Vincent Tsai, guest lecturer at University of Taipei. As they played a string of evocative tunes, the music transported listeners to the streets of Paris, with poetic melodies and dreamlike accordion harmonies that filled the room with the atmosphere of French artistry.&nbsp; &nbsp; The Dutch Cultural Experience featured hands-on baking of traditional Dutch stroopwafels, led by instructors Ciao Chan and Judy Chen. As participants enjoyed this multisensory activity, they were treated to a delightful blend of experiences: the elegant strains of French music in the air, the rich scent of caramel wafting through the venue, and the soft, slowly melting sweetness of fresh stroopwafels on the tongue&mdash;a feast for the ears, nose, and tastebuds alike.&nbsp; &nbsp; The event wrapped up with an interactive online quiz that energized the audience and added a final touch of fun. Through this program, participants journeyed through the art, charm, and romance of France and the Netherlands, gaining a meaningful glimpse into the gentle yet profound philosophies of slow living that define everyday life in both cultures.",

    "title": "City Governance Forum with Deputy Mayor Huang and Trainees of the Long-term Management Program",
    "Content": "&nbsp; &nbsp; Taipei City Government&rsquo;s Department of Civil Servant Development hosted a city governance forum for the Long-term Management Program on December 27. Around 350 Senior executive officers, section chiefs, mid- and junior-level managers participated in the event both physically and online, and the discussion with Deputy Mayor Huang helped them to better understand Taipei City Government&rsquo;s core values of honesty, integrity, teamwork, creativity, excellence, openness and sharing.&nbsp;&nbsp; &nbsp;&nbsp; Program trainees utilized Slido during the forum to interact with the Deputy Mayor, who encouraged everyone to be brave and take action, as this will have fruitful impact on their future careers in public service, and not to go against the principles of legality and one&rsquo;s conscience when faced with pressure. Deputy Mayor Huang also shared her thoughts on being a manager with all the other managers in the room. She recommends delegating tasks based on the characteristics and traits of every staff member to cater to their individual strengths and strive for fairness. She also called for city government managers to listen to what employees have to say and create a culture of trust and communication within the organization.&nbsp;&nbsp;&nbsp;&nbsp; One audience member asked how the Deputy Mayor keeps track of every task while working day and night. Deputy Mayor Huang replied that she manages her time with a to-do list, prioritizing the more urgent tasks and working her way down methodically. The key to Deputy Mayor Huang&rsquo;s management system is to review the important tasks and ideas of the day every night since timely review helps memorization.&nbsp;&nbsp;&nbsp;&nbsp; The forum also arranged for Director Kwei-Bo Huang of the Global and Regional Risk Assessment Center, from the College of International Affairs at National Chengchi University, to deliver a seminar on the Taiwan-US-China relationship from a risk assessment and management perspective. The seminar aims to foster a more international vision for trainees, using the power struggle between the US and China to interpret hidden meanings in the dynamics of the international playing field.&nbsp;&nbsp;&nbsp;&nbsp; Echoing this theme, a video on the Taipei Friendship Tour by the External Affairs team of Taipei City Government was also played at the forum, and Commissioner Tom Chou of the Department of Civil Servant Development spoke on the progress Taipei City Government has made in regards to city diplomacy. Commissioner Chou shared that, since the latter half of last year, the city government has visited over 50 foreign offices and conducted video conferences with 7 major international cities. Aside from business cooperation proposals, there have been 18 cultural activities in collaboration with these foreign partners to great response. This has greatly enhanced Taipei City&rsquo;s relationship with foreign offices stationed in Taiwan and major international cities, as well as increased Taiwan&rsquo;s international profile.&nbsp;",

    "Content": "Taipei City&rsquo;s Department of Civil Servant Development held an online seminar with the Human Resources Development Institute of Gyeonggido, Korea on October 28 under the theme &ldquo;Change & Chance &ndash; Opportunity in the Time of Pandemic Crisis&rdquo;. With over 200 participants from both sides, the meeting was a fruitful event that demonstrated great creativity.Commissioner Tom Chou from the Taipei City Department of Civil Servant Development commented that, while the pandemic prevention policies differs between Taiwan and Korea, both led to outstanding results overall. However, he also warned of the challenges that awaits the city in 2022 &ndash; inflation and wealth inequality.Director Seung-gwan Lim of the Gyeonggi Provincial Medical Center Ansung Hospital shared how the Gyeonggido Province increased its medical capacity through hardware upgrades and operational support. Associate Professor Seung-yun Lee from Konkuk University in Gyeonggido stressed the need for change under the global trend of industry digitalization.Over half of the Global 500 companies of 2000 has disappeared under the pandemic. Currently, the five most valuable companies in the world are Apple, Google, Microsoft, Facebook and Amazon. Roblox is the most popular online game among teenagers right now. On average, its users log on for 2.5 hours daily, well exceeding the time spent on YouTube and Instagram, which signals a more virtualized, digitalized future.Commissioner Chou points out the importance of industrial digital transformation in a post-pandemic world. In the future, the Department of Civil Servant Development will work with the city government on its digitalization policies to provide high-quality digital programs, promote digital capability among staff, and embrace the post-pandemic challenges with the industry.",

    "Content": "　　The Taipei City Government (hereinafter referred to as the Government) is committed to creating a tourism concept incorporating the destinations of MaoKong, the gondola there and panda visits, and the idea consolidates the efforts of religions, culture events, local attractions and shopping districts. To improve the aesthetics of public services and establish brand advantages, the Department of Civil Servant Development of the Taipei City Government and the Taiwan Design Center (TDRI) has collaborated in the innovation development of the project (for MaoKong, MaoKong Gondola and pandas) and launched a series of customized design workshops. 26 relevant agencies of the City Government and the local businesses in Wenshan District are invited to participate in the workshops to incorporate design into the public sector, reach a consensus on the project and brainstorm innovative strategies to establish the brand image of the concept.　　In order to improve the learning performance of design and aesthetics thinking being incorporated into the project, the Department of Civil Servant Development introduces the topic &quot;Design Driving Three Innovations&quot; into its second session of the Trends Forum, and organizes an exhibition at the creativity theater of the TDRI on the afternoon of August 31, 2021. The event fully presents the public-private partnership and how it incorporates design thinking into a new public service governance model promoting the project. The exhibition invites Deputy Mayor Shan-Shan Huang, Deputy Secretary-General Te-Chuan Li, Commissioner Tom Chou of the Department, President Chi-Yi Chang of the TDRI, Professor Chen-Yi Sun of National Chengchi University, Chief Strategy Officer Chung-Hung Chiang of U-Theater, chief of Zhinan Village, representatives from the local business districts of MaoKong area and another distinguished guest, and there are more than 300 people registered to watch the online streaming of the event.　　Deputy Secretary-General Te-Chuan Li stated in his introduction that the goals of the Three Innovations project focus on consolidation of resources to gather customers, innovation of tourism to experience value and reinforcement of the brand image of the project. The education and training processes of the project and the joint ideation of local business representatives will reach a consensus in building a learning organization team, and it is expected that the project will lead to a systematic operation after two years.　　Deputy Mayor Shan-Shan Huang also came to the site and offered her cheers to colleagues. She said she was amazed to see how colleagues of the Government tried to have in-depth discussions with the residents about the direction of local development and have obtained great results. Deputy Mayor Huang believes that for Taipei to change, it is important to find the brand identity first, followed by its soul and then the most important part is the public-private sector collaboration. The exhibition shows that the young civil servants of the Government already have a very important foundation, and with them putting in efforts into the project, changes in Taipei are expected. At the same time, Deputy Mayor Huang was very glad that many high-ranking officials from the Government have also participated in the project. She often brings it up to the mayor on how the officials are also learning. Many of them come from the private sector and understand the needs better. This process can serve as an example for the Government to formulate its future policies.　　Seven main topics (zoo services system, MaoKong Gondola services system, MaoKong business district services system, experience economy promotion, human-centered transportation facilities, feature attractions and integrated marketing) introduced their design in the exhibition, and the participants proposed several innovation strategy actions. The priority is to plan a tourism theme that provides the right user journey. Feature attractions and an itinerary offering experience will connect MaoKong Gondola with the tea farms and shopping district in MaoKong, U-Theater, temples and an ecology park to be built at the zoo in the future. The program connects tour operators and offers a trip planner system for independent travelers to serve a variety of travelers. Then there are convenient integrated service facilities such as the improvement of signs, parking information guidance, sharing electric scooters, electric cars and other transportation systems to put the cherry on top of the already convenient and comfortable trips. Finally, effective integrated marketing introduces a series of events and topics and recommendations and incorporates online travel booking platforms to offer mini-tours to the attractions included in the Three Innovations project, which are all recommendations from the participants for this project.　　The event ended with Commissioner Tom Chou of the Department of Civil Servant Development presenting souvenirs to the seven presenters and certificates of completion to participants to express his gratitude. Commissioner Chou said that the mayor is very supportive of the Three Innovations project, and the strong local bond and rich talents and creativity are the main motivations for the mayor to support this project. After listening to the results of the seven different topics, Commissioner Chou believes that content is full of creativity and passion, and he can see that the project will be very successful.　　For the purpose of pandemic control, the event complies with the regulations of the central government and adopts the real-name registration procedures.     "title": "Department of Civil Servant Development’s Volunteer Service Regular Meeting 2021 Successfully Completed",
    "Content": "　　The Department of Civil Servant Development of the Taipei City Government held its annual gathering of volunteers at the Department&rsquo;s B203 classroom on the morning of April 30th, 2021. The communication platform is used to build up friendships and consensus among members. At the gathering, were announced the results of the election for the Captain for the Year, and Commissioner Tom Chou presented the appointment letters to the new Captain and Vice-Captain. Certificates of appreciation were also handed to the resigning Captain, Vice-Captain, honorary consultants and the distinguished volunteers who ranked among the top 5 in terms of the total number of service hours, for their hard work and dedication at the service of the Department.　　In his speech, Commissioner Chou remarked, with a pinch of humor, on how he was about the same age as all the volunteers and was influenced by his diplomatic career and his children. He added that he was also open and willing to learn new things such as rap music, from the younger generation of singers. With his sense of humor, he drew all the volunteers even closer during the gathering. Commissioner Chou sincerely expressed his gratitude to the volunteers present for their dedication in supporting the Department, especially during this two-year-long period of the COVID pandemic. Everyone had greatly contributed to the six main basic functions of the Department: shift, security, library, customer service, accounting and personnel services.　　After thanking and praising the volunteers, Commissioner Chou took a group photo with everyone, reviewed the service achievements of the team in 2020 and announced capability improvement events for 2021, followed by a socializing time with everyone. Hopefully, the volunteer service regular meeting will effectively encourage the team spirit of the Department and fellow volunteers to further contribute and promote the operations of the Department in the future.",

For our employees and citizens to better understand inclusion and innovative actions promoted by the city government, this &ldquo;Trends Forum&rdquo; is themed on &ldquo;Diversity Inclusion, Innovation Taipei&rdquo; and demonstrates the image and cultural attraction of Taipei City.　　According to Tom T.C. Chou, Department of Civil Servant Development (DCSD) Commissioner, the DCSD&rsquo;s duty is to train city government&rsquo;s staff to meet the needs of policies and department&rsquo;s requirements and to nurture talents for municipal governance. Commissioner Chou indicated that the city government has been promoting numerous policies integrating local cultures, such as the 5+3 Environment Museums which are beyond the usual ideas of the museum and allow citizens to discover stories behind streets, buildings, and religions of Taipei. Finally, Chou wishes that through Tsai&rsquo;s speech, the Deputy Mayor, and precise point of view by other speakers, participants can know better understand the current development of the city&rsquo;s cultural brand - &ldquo;Diversity Inclusion, Innovation Taipei&rdquo; promoted by the city government.　　Deputy Mayor Tsai&rsquo;s speech themed on &ldquo;Stories．Happening all around you all the time&rdquo; uses the idea of making culture walk into streets to 5 Environment Museums&mdash;Wanhua, Dadaocheng, Beitou Hot Spring, South Taipei NTU, North Taipei Corridor, with a video presentation to let participants better understand how Taipei promotes inclusion, uses four-season movable footprint map to sense local cultural features of each area, reinforce the strength of the city, builds localized, industrialized and internationalized urban cultural brand, and deepens local cultural identity.　　The event also invited Yun-Chen LI, Manager of Tvkbro, &nbsp;Tsung-Hsiung TSAI, Director of the Department of Cultural Affairs, Taipei City Government, and Se-Chen LAI, Chairman of the Taiwan Tourism Interchange Association to join the panel of discussion of the forum. Manager LI led the audience to go through the development of a new cultural blueprint for integration and innovation of Taipei through questions and answers. Director TSAI shared his experience of promoting the Environment Museum (no enclosure wall museum) policy. Through vertical integration and horizontal connection, cooperation with each department, and taking stock of community opinions and resources, promote from a bottom to top and top to bottom together. Chairman LAI shared how to connect tourism in Taipei and to innovate Taipei travel plans by applying the idea of a no-enclosure wall museum. He also pointed out the competitive tourism conditions that Taipei has, such as safety, human interaction, convenient transportation, and cultural diversity, and so on. The Environment Museum (no-enclosure wall museum) is suitable for promoting the five senses of tourist lifestyle experience and for promoting effectively Taipei&rsquo;s urban cultural tourism.　　Outside the venue, videos and posters related to the theme were displayed to demonstrate the outcome of the Environment Museum (no-enclosure wall museum) promotion. In addition, in response to Covid-19 epidemic prevention, this event required real-name verification as well as online live streaming, Slido Q&A, and the adoption of other virtual and real teaching methods.     "Content": "&nbsp; On October 29th, 2020, both the Department of Civil Servant Development and the Department of Information Technology of the Taipei City Government in collaboration with Easycard Corporation, organized a forum on the theme of &ldquo;Post-Pandemic Digital Transformation & Service Innovation&rdquo; to encourage the central and local governments and private enterprises to link with each other. At the same time, the live broadcast also allowed more colleagues to participate in the discussion on how to reinforce digital infrastructure and promote creative and smart services to bring competitiveness and vitality to Taipei and stimulate the power of urban transformation in the face of the New Normal of the post-pandemic era.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mr. Wen-Je KO, the Mayor of Taipei City, through the theme of &ldquo;Post-Pandemic&rsquo;s New Normal Insights and Transformation Deployment&rdquo; from his perspective as a doctor and Mayor stated that in the short run, humankind is unable to stop the virus from affecting the society and under the impact of the pandemic, digital transformation is imperative.     "Content": "The Department of Civil Servant Development, Taipei City Government (hereinafter referred to as the Department) held its annual &quot;Volunteer Conference&quot; in Room B102 on the afternoon of April 30, 2020. Through this exchange platform, we can listen to the heartfelt voices of our volunteer partners and bring cohesion to our mutual friendship. In addition to announcing the results of the new year&#39;s election of the Commander and issuing certificates of appointment for the cadres, certificates of appreciation and small gifts were also awarded to the outgoing cadres and the top five volunteer partners in terms of hours of service, thanking them for their hard work in helping the Department in its operations.Speaking at the ceremony, the Acting Director of the Department, LIN Fang-Ju thanked the volunteers for their efforts in supporting the operations of the Department, particularly in the context of the outbreak of the COVID-19 epidemic, which had disrupted the operations of many an institution. Owing to the strong support of our partners, we can take the temperature of people entering the Department&#39;s premises daily to help to secure the safety of the site and has been a timely reminder for lecturers and students to wear masks. Attention is paid to the physical conditions of the students in the class, to maintain the safety of the classroom environment and reduce the impact of the operations of the Department. She also mentioned that the total number of volunteer service hours served in 2019 was over 11 000 hours, with more than 130, 000 people serving, an increase of 11% over 2018. The service produced a marked effect and a high appreciation by lecturers and students.The philosophical value of our voluntary service is &quot;care, cooperation, service, and pleasure&quot; and therefore, our volunteer partners are always positive-going, helping one another, happy and harmonious in the team culture service to promote the Department&#39;s operations and provide excellent quality service.     "Content": "The Gyeonggi province Human Resource Development Institute (GPHRDI) official governor Choi Myeong Bog led 15 provincial and local civil servants to the Taipei City Government for a 14-day training from August 26th to September 8th in 2018. The Department of Civil Servant Development (DCSD) arranged a series of training classes and on site visite for the civil servants to exchange and visit.&nbsp;The training was based on the Memorandum signed by the DCSD and GPHRDI on August, 2017. The DCSD&rsquo;s Commissioner Chao-Hsiang Chu led 15 civil servants of the Taipei City Government to the GPHRDI on December, 2017 to exchange experiences on industry, technology, transportation and tourism. The GPHRDI assembled the team to training and study courses including garbage disposal, resource reuse, environmental education, transportation operation, cultural experience and disaster response.     "Content": "The first &quot;LEAN Management Results Observation Conference&quot; has been hosted by the City Government to demonstrate implementation of the LEAN management. The keynote speeches, excellent case studies, poster exhibition and vote were used to show the results and allow other agencies to explore and learn. The Department of Civil Servant Development also integrated several of E-Services including the online registration, presentation download, online questionnaire and voting for posters to show the concept of E-Service.&nbsp;More than 700 people participated the Observation Conference, participants included from the City Government officials to and more than 100 officials from other department and agencies, such as the Ministry of Health and Welfare, Ministry of Economic Affairs, Council of Agriculture, Atomic Energy Council, Keelung City, New Taipei City, Taoyuan City, Hsinchu County, Changhua County, Chiayi City, Tainan City and Yilan County.",

    "Content": "On the afternoon of May 24, 2018 (Thursday), the Department of Civil Servant Development held the &ldquo;City Government Optimization &ndash; Management Innovation&rdquo; Management Training Results Meeting. Almost 100 managers from city government departments and agencies attended with the focus on &ldquo;Digital Governance, Smart Government.&rdquo; Mr. Su Liang, head of the &ldquo;Taiwan Smart City Solutions Alliance&rdquo; (TSSA) and chairman of MiTAC Information Technology Corp. spoke on &ldquo;Smart Cities &ndash; Vision and Realization.&rdquo; Professor Lu Yu-cheng from National Taipei University and professor Chu Feng-kang from National Chengchi University presented case-oriented feedback. Case studies discussed included: &ldquo;Mainline Bus and Transfer Discount Integration Program,&rdquo; &ldquo;Creating a Smart Land Affairs Office &ndash; Starting With Taipei,&rdquo; &ldquo;Using the Internet of Things to Create a Smart Management System for Feitsui Reservoir,&rdquo; &ldquo;First Self-Driving Demonstration Field in Taiwan &ndash; Creating an Internet of Vehicles Global Platform&rdquo; and &ldquo;Using Smart Payments to Introduce Smart Roadside and Off-Road Parking.&rdquo; These successful cases were reviewed to show officials how smart services can be used to produce rich Taipei City Government policy fruits.&nbsp;As digital technology develops, city government services should seek to adopt digital and information based smart technology to connect services. This makes it possible to provide services that better met public needs, optimizing the benefits of the sharing economy as we actively work to make to realize the vision of Taipei as a &ldquo;livable and sustainable city.",

    "Content": "In 2017, the Department of Civil Servant Development held the &ldquo;Taipei City-New Taipei City Public Policy and City Governance Seminar&rdquo; focused on the subject of &ldquo;education.&rdquo; Professor Chan Chih-yu from the Department of Education at National Chengchi University talked on &ldquo;Future Trends in Education &ndash; Innovation and Experimentation&rdquo; to 118 officials from Taipei City, New Taipei City, Taoyuan City, Keelung City and Yilan County.&nbsp;With Taipei City and New Taipei City being the constituent parts of Greater Taipei, residents expect a certain degree of integration in public policy. This seminar discussed policy and shared case studies, thereby enabling local governments to learn from quality city government service experience and improve the quality of public services they offer.&nbsp;Traditional &ldquo;carrot and stick&rdquo; incentive-oriented learning is no longer suited to an era in which the pursuit of innovation is paramount.
