In 2017, the Department of Civil Servant Development held the “Taipei City-New Taipei City Public Policy and City Governance Seminar” focused on the subject of “education.” Professor Chan Chih-yu from the Department of Education at National Chengchi University talked on “Future Trends in Education – Innovation and Experimentation” to 118 officials from Taipei City, New Taipei City, Taoyuan City, Keelung City and Yilan County.
 
With Taipei City and New Taipei City being the constituent parts of Greater Taipei, residents expect a certain degree of integration in public policy. This seminar discussed policy and shared case studies, thereby enabling local governments to learn from quality city government service experience and improve the quality of public services they offer.
 
Traditional “carrot and stick” incentive-oriented learning is no longer suited to an era in which the pursuit of innovation is paramount. In sharing case studies, Principal Huang Chih-shun of Heping Elementary School in Taipei City discussed: “Creating an Autonomous Learning Elementary School: The First Newly Established Experimental Education Elementary School.” Section Chief Ho Mao-tien from New Taipei City Education Bureau talked on “Promoting Adaptive Admission as Part of the 12-year National Education Curriculum.” Academics and experts exchanged opinions at the seminar in an effort to devise improved educational policies and approaches.
