The Chronology of the Department of Civil Servant Development (DCSD) July 1967 The city of Taipei was designated the status of a special municipality. An ad hoc Civil Servant Development Program was established under the administration of the Department of Personnel, with the post of the head of the Program being concurrently held by Mayor Yu-Shu Kao. January 15, 1971 The Executive Yuan approved the establishment of the Taipei City Civil Servant Training Program, with the post of the head of the Program being concurrently held by Mayor Yu-Shu Kao. January 25, 1979 The Taipei City Civil Servant Training Program was restructured as the Taipei City Public Service Training Center, with its status being elevated to that of a first-level agency. The post of Director was concurrently held by Mayor Teng-Hui Lee and with Chan-Kai Fu serving as the Chief Training Officer. The Office of Training Affairs, the Consulting Office, the Office of General Affairs, the Accounting Office, and the Personnel Office were all place under the supervision of the Chief Training Officer. June 1982 A new training facility was established at No.20, Lane 21, Wanmei St., Sec.2, Wenshan District, Taipei City. June 1988 The Training Course for Potential Junior Rank Section Chiefs was held according to the “Program for the Training of Junior Rank Section Chiefs (and Personnel of Comparable Positions) in Taipei City Government Agencies.” March 1989 Under the amended organizational framework approved by the Executive Yuan, the Taipei City Public Service Training Center acquired a regular director rank of a grade 12 senior. Chan-Kai Fu, originally the Chief Training Officer, took over as Director. June 30, 1994 The Management and Leadership Conference for Top Executives of the Taipei City Government Agencies was held according to the “Program for Administrative Reform” and the “Program for Personnel Training Enhancement and Morale Boost.” December 25, 1994 Chu-Chi Liu took over the position of Director as Chan-Kai Fu’s term expired. June 1995 The Taipei City Public Service Training Center held the Fourth Coordination Meeting Among Training Agencies of the Executive Yuan—An Exhibition of Consulting Affairs. June 1995 As the Taipei City Government launched the “Three Reforms for a New City Government,” a Service Image Class was held for the city government personnel who were responsible for providing citizens with first hand service. June 1997 The proposal for “Creating a New Form of Training—Developing Service Image Training Courses” won the Executive Yuan Award for Participation and Evaluation Suggestions. October 1997 The implementation of training courses was improved upon, combining both training and consulting affairs. November 1997 The “Joint Presentation of Service Image Training Results of the New Taipei City Government Movement” was held to exhibit the results that were achieved by the city government. This exhibit showed the pursuit in the quality of service for citizens and provided a chance for city government agencies to learn from one another. May 1998 As the Central Government began pursuing government reinvention, the Taipei City Public Service Training Center drew up the “Service Quality Management Training Program for Mid- to High-Level Executives in the Taipei City Government.” They held the Total Quality Management Training Course for three years. December 25, 1998 Yen-Lin Ku took over the position of director as Chu-Chi Liu’s term expired. July 1999 The Women’s Leadership Development Program was established to develop female leaders. December 1999 As the Taipei City Government announced that the year of 2000 would be known as “Quality Year,” the Public Service Training Center held the Taipei City Government Administrative Quality Conference for the first time. September 2001 The first Foreign Language and Municipal Development Camp visited Australia, and offered trainees an all-English learning environment. October 2001 Taipei e-Campus, the first public sector online learning platform in Taiwan, was launched. October 2001 The Customer Service Center was founded as a single window for customer enquiries and service needs, ultimately improving their service quality and trainee satisfaction. January 29, 2002 The Taipei City Public Service Training Center passed the ISO 9001 audit from the Bureau of Standards, Metrology and Inspection. September 11, 2002 The first annual Municipal Quality Award ceremony was held to reward agencies and schools that had achieved outstanding results in quality management. October 2002 Basic-Level Executives Overseas Learning Camp headed to Shanghai for a municipal benchmark conference. December 25, 2002 Shi-Jin Lee took over the position of director as Yen-Lin Ku’s term expired. April 2003 The Consulting Office was restructured into the Office of Strategic Planning and Development, which passed three readings in the eighth meeting of the first ad hoc session during the ninth term of the Taipei City Council. May 6, 2005 The Taipei City Public Service Training Center drew up the “Implementation Program for the Management Excellence Consultation Service in the Taipei City Government,” and set up a Consultation Service Team to help the city government agencies carry out organizational diagnostics and improve management effectiveness. July 1, 2005 A presentation for the new platform of Taipei e-Campus was held. August 25, 2005 The Conference for Knowledge-Sharing Among Training Agencies Nationwide was held in the theme of “spiritual growth and organizational vitality.” January 26, 2006 Yen-Lin Ku took over the position as director after Shi-Jin Lee left his post to become the deputy mayor of Chiayi City. July 1, 2006 Taipei e-Campus won the Taipei City Government Cyber City Service Contribution Award. January 16, 2007 Bao-Gui Liu assumed the position as the new director after Yen-Lin Ku’s term expired. September 11, 2007 In response to the organizational adjustment of the Taipei City Government, the Public Service Training Center was renamed the Department of Civil Servant Development. December 19, 2007 Taipei e-Campus opened its learning forum. May 20, 2008 Fan-Ya Kung took over the position of commissioner as Bao-Gui Liu resigned from her post. March 7, 2009 The Deaflympics and International Flora Exposition—Two Primary Policies of the Taipei City Government—Project Implementation Conference was held to establish a communication platform, so as to enhance the work group's execution abilities. October 24, 2009 The Deaflympics Experiences Sharing and Passing-Down Conference was held for the purposes of enhancing the quality of international events and boosting the profile of Taipei City throughout the world. January 16, 2010 The International Flora Exposition Consensus Camp was held to unite the City Government's work groups and to effectively integrate resources to help ensure the event's success. June 2010 Four “Beautiful Taipei—Conferences for Concerned Citizens” were held by the DCSD. June 2011 DCSD held “Public Policy and Urban Governance Tribune” and “2011 Flower Expo experience inheritance sharing conference.” August 2011 DCSD held serial activities celebrating 10th anniversary of Taipei e-campus. November 2011 DCSD launched official App for Taipei e-campus, which provide instant update for any Taipei e-campus activities, courses and articles. The Taipei e-campus App can be downloaded through App store for free. January 2012 DCSD won the "Excellence in Practice Citation" in Learning Technologies of 2011 by the American Society of Training & Development. March 2012 DCSD received the “Global Human Resource Development Award, 2012” by the International Federation of Training and Development Organizations. June 2012 Taipei e-Campus was given the Double-A Quality Certification in “e-Learning Operation Service” category by the e-Learning Quality Service Center. September 2012 DCSD got the gold medal in “Best in Learning Technology Implementations, 2012” by Brandon Hall Group. October 2012 DCSD was certified by the Environmental Protection Administration with "Certificate of Environmental Education Facilities and Venues”. November 2012 DCSD won the “2012 International Management and Human Resource Development Awards” by the Asian Regional Training and Development Organization. May 2013 DCSD cooperated with Tamkang University to hold the "Public Servant Emotion Management Seminar." The participants were the management personnel from Taipei City, New Taipei City, Keelung City, and Taoyuan County Government. September 2013 Deputy commissioner Ming-Bin Lee took over the position as acting commissioner after Fan-Ya Kung left his post to become the general manager of Taipei Fishery Marketing Corporation. September 2013 Taipei e-Campus course "The Mission of Fighting Global Warming: the Key Action for a Better Earth" was certified by Epprobate international quality label for e-Learning courseware. November 2013 DCSD held the "Public Policy and Urban Governance Forum." The participants were the management personnel from Taipei City, New Taipei City, Keelung City, and Taoyuan County Government. December 2013 DCSD held the experience-sharing seminar after winners of “The 2012 Innovation Proposal” had returned from a study trip in Singapore. January 2014 Chia-Sen Pan took over the position of commissioner. May 2014 DCSD joined "The North Environmental Education Regional Center". July 2014 DCSD cooperated with Regional Civil Service Development Institute, DGPA, Executive Yuan to hold local policy investigation class. The participants were the heads of first-level agencies from Taipei City Government. September 2014 Taipei e-Campus course “Boundary-Spanning is not as hard as what you think” achieved Triple-A in the E-learning Courseware Certification (ECC). October 2014 DCSD held the experience-sharing seminar for Class of Elite Leadership after their study program at the Lee Kuan Yew School of Public Policy, National University of Singapore in Singapore. December 2014 DCSD held the “Public Policy and Urban Governance Forum” for management personnel from Taipei City, New Taipei City, Keelung City, and Taoyuan City Government. December 2014 Taipei e-Campus was given the Triple-A Quality Certification in “e-Learning Operation Service” category by the e-Learning Quality Service Center. December 2014 DCSD held the experience-sharing seminar after winners of “The 2013 Innovation Proposal” had returned from a study trip in Korea. December 2014 Dr. Paul Chao-Hsiang Chu took over the position of commissioner. April 2015 After integrating into Taipei Public Library, DCSD's library was renamed to "Taipei City DCSD Reading Station" and reopened to the public. July 2015 DCSD held the 1st.session of "Training Program for Senior Rank Officers ". October 2015 DCSD was certified by the Environmental Protection Administration of Executive Yuan with certificate of "Environmental Education Institutions of 2015." October 2015 Taipei e-Campus won gold as the primary contact for the “ Best Team Development Program ” in HCM Excellence Awards Program 2015 by Brandon Hall Group. December 2015 DCSD won the "2015 Taipei City IT Service Assessment" premium award. December 2016 The DCSD has won the prestigious Brandon Hall Group Excellence Award with a gold medal in the category of Technology Program. December 2016 The DCSD has won the prestigious Brandon Hall Group Excellence Award with a gold medal in the category of Human Resource Management Program. November 2017 The DCSD won third place in the 2017 Taipei City Government Innovative Proposals Competition. August 2018 The DCSD has won the prestigious Brandon Hall Group Excellence Award with a gold medal in the category of Best Advance in Learning Technology Implementation. April 2020 The DCSD was awarded the Gold Medal in 2020 American Brandon Hall Group Excellence Awards (HCM Excellence Awards)
